While global in nature, reach and background, we specialize in consulting and advisory services to investors in Portugal, with a special focus on the Azores, leveraging on our local presence.

We believe that the most valuable advisory is not the loudest — it is the most precise. We carefully and purposely choose a handful of projects where we can make a lasting difference.

We advise and if need be, locally support and represent investors in all steps regarding securing optimal funding strategies, from obtaining permits to developing and aiding the approval of applications to EU and National and Regional investment grants and subsidies, and interest free loans, among other benefits (including tax benefits), in Portugal and in the Azores, acting as an utmost efficient hassle-free one-stop-shop, seasoned respected liaison for applications to investment subsidies.

Our aim is to provide the highest quality strategic, investment, human resources and organizational development, and transaction advice to corporate clients, individual clients, institutional investors and government stakeholders.

We support clients in the private equity sector with origination, identifying high-quality assets, transaction advisory and asset management as an extension of their AM team and board representation.

Our Team is comprised of only most seasoned practitioners with backgrounds in executive management in international and national leading companies, with a focus on business strategy, financial advisory, transaction advisory, human resources strategy and organizational development roles, having worked in sectors including tourism (distribution, entertainment, hotels), healthcare (hospitals), energy, construction and real estate, transportation (airlines, airports), inter alia sectors.

Value Consulting provides consulting services on a global basis, yet with a focus on the Azores and in Portugal, where its founding Partners are from. Value Consulting staff have extensive experience in Europe, Middle East and North America, with offices in Ponta Delgada and in Lisbon, Portugal.

Franco Gomes de Menezes

Co-Founder & Partner

António JVF Gomes de Menezes holds a Bachelor’s Degree in Economics from NOVA School of Business and Economics, Portugal, a Masters in Economics and a PhD in Economics from Boston College, USA, and has held several executive and board positions in airlines and airports across Europe and North America (e.g., TAP Air Portugal, SATA Airlines, Nieuport Aviation Infrastructure Partners, inter alia), in addition to teaching and research positions in Boston College (USA), Harvard University (USA), Bocconi University (Italy) and the University of the Azores (Portugal). António JVF Gomes de Menezes has acted over the last 30 years as an advisor to private and institutional investors and to sovereign funds, with a focus on infrastructure, travel (including aviation), tourism and hospitality.

João Carlos
Silva Rodrigues

Co-Founder & Partner

João Rodrigues holds a Postgraduate Degree in Management from the Portuguese Catholic University in Lisbon and has held several executive management positions in leading organizations in construction, real estate, tourism (tour operator, tourism entertainment, hotels), inter alia sectors, with 30 years of experience in delivering bespoke strategic, financial, transaction and funding advisory services, including the successful sourcing of over 50 applications to EU investment subsidies in the Azores, with 100% of success rate and the highest investment subsidy rates. João Rodrigues is extremely experienced in supporting investor needs regarding permit applications, from zoning and building permits, to license to operate across a multitude of sectors.

Manuela Margarida Anglin Ferreira

Co-Founder & Partner

Manuela Menezes holds a Bachelor’s Degree in Economics from NOVA School of Business and Economics, Portugal, a Postgraduate Degree in Human Resource Development from Harvard University, USA, a Master’s in Business and Economics from the University of the Azores, and a Bachelor’s Degree in Psychology from the University of the Azores, Portugal. Manuela Menezes has held executive management positions in leading social infrastructure organizations and has acted as an advisor to private and institutional investors over the last 20 years. Manuela Menezes was the Chairman and CEO of Hospital Divino Espírito Santo, the main hospital in the Azores, and the largest employer in the Azores.

Luís Borrego

Partner

Luís Borrego has over 20 years of experience as a business consultant, particularly in the investment sector, and has held teaching positions at vocational training schools. He currently serves as Head of the Logistics and Warehousing Department at EDA. He spent 12 years as Chief of Staff to the Vice-President of the Regional Government of the Azores; in this capacity, he served for several years—representing the Autonomous Region of the Azores (RAA)—on the General Supervisory Board of ADSE, I.P. He also represented the RAA at the general meetings of various public companies and served as Chairman of the General Meeting for others. Previously, he was Director-General of the Azores Investment Promotion Agency (APIA, EPER) and held management roles within the Distribution Division of the Azores Electricity Company (EDA) and at the Electricity and Gas Company (EEG), as well as coordination and management positions in EDA’s Professional Development and Training Service and as an Internal Auditor. He also served as Human Resources Director for the Marques Group and as Head of the Professional Development and Training Service at EDA.
